风电、太阳能发电、生物质能发电等可再生能源发电已成为电力系统未来重要的发展方向之一。为促进可再生能源发展，针对可再生能源发电及其接网工程，我国出台了可再生能源补贴政策。可再生能源发电上网电价与燃煤脱硫标杆电价的差额部分，由可再生能源补贴资金支付，其中，分布式光伏发电按照0.43元/kWh进行度电补贴。根据国家政策，目前我国可再生能源补贴附加征收标准为0.19元/kWh。为支撑2020年我国可再生能源规模化发展，需要准确测算2020年我国可再生能源补贴资金需求，并明确资金缺口疏导方法。(The generation of renewable energy, such as wind power, solar power generation and biomass power generation, has become one of the important future development direction of power system. In order to promote the development of renewable energy, the renewable energy subsidy policy has been introduced in China for renewable energy generation and its network engineering. The difference between renewable energy generation grid price and coal-fired desulphurization benchmark electricity price is paid by renewable energy subsidy fund, of which distributed photovoltaic generation is subsidized by 0.43 yuan /kWh.
