1.绪论

2013年3月14日第十二届全国人民代表大会第一次会议通过的国务院机构改革和职能转变方案，重新组建国家海洋局。为推进海上统一执法，提高执法效能，将现国家海洋局及其中国海监、公安部边防海警、农业部中国渔政、海关总署海上缉私警察的队伍和职责整合，重新组建国家海洋局，统一成立中华人民共和国海警局，并接受公安部业务指导。随着“大部制”的改革，海警的职能也进行了扩充，不单单是对近海治安、刑事等案件的调查处理，打击*、偷渡、贩毒等海上违法犯罪活动，还要围绕平安海区对海警部队建设进行整体规划，统筹推进舰艇装备、人才队伍、基础设施和执法执勤能力建设；完善边防支队与海警支队、渔政部门的联勤联动机制，同时强化海警业务训练和海警人才队伍建设。随着海警队伍的业务发生了转变，改革后的人员也进行了大的调整，同时又是给我们海警队伍提出了一大考验。-Research on the functional structure model of maritime police command and dispatch system

1 Introduction
