采集器是微处理器控制的智能设备，是本集抄系统的主要设备之一。其作用是采集多个表计的电脉冲信号，并转换成数字数据信息记录保存，故称数据采集器简称采集器。
在系统中，它通过RS-485通信电缆或220V电力线载波与集中器通信。接收集中器发来的各种命令，向集中器传送所记录的用户表计数据及状态。
采集器还可通过红外通讯接口，在现场与手抄器通信，接受手抄器发出的各种命令，传送采集器所记录的各种数据。
采集器采用EEPROM组成数据存储单元，采用最新时钟芯片。它具有闰年校正，并能对千年虫问题和小于31天的月自动调整。保证在采集器掉电的情况下实时钟保存十年，数据保持40年。
