标准C文件代码中注释识别统计，按照用户预定格式输出到文件中
提供给用户运行程序的方式，程序的所有输入，要求在windows CMD命令行下面进行操作和显示。方括号表示可选参数；大括号表示必选参数，输入的时候不需要键入括号。COBLK [-c] {filename}，支持绝对路径，相对路径，如果没有路径，默认为程序所在目录。
每次执行只处理1个文件，即filename只表达出一个文件，不支持多个文件处理。
对可选参数[-c]，当使用此参数时，输出文件包含注释块开始行号和注释块内注释行数和注释块计数信息；当没有此参数时, 只给出注释块计数信息，
