从大连海事大学学报编辑部的实际需求出发，编辑部面临着人员少、事务繁多、工作量大等问题， 而现在的以手工为主的落后的管理方式加重了编辑人员的负担。针对这种状况，我们提出为大连海事大学学报编辑部设计一个结构合理、适合编辑部工作需求的系统——学报编辑管理系统。该系统可以了作者在线投稿，专家在线审稿，编辑部在线审理稿件等全过程的网络化，比传统模式更加灵活方便。-Dalian Maritime University from the Ministry of the actual needs of editors, editorial staff faced with fewer services range, heavy workload and other issues, but now mainly manual and backward management increased the editorial staff of the burden.
