农业作为国民经济基础，其兴衰直接关系到国计民生和经济社会的发
展。相对于其他产业而言，农业生产经营受气象条件影响很大。除了地震、
洪涝、干旱、冰雹等重大自然灾害会对农业造成损失外，温度高低、降雨量
多少、湿度大小等正常天气变化所引起的气象风险，也会引起农业生产收益
的不确定性变动。对于这种正常天气变化所引起的气象风险，传统的风险管
理策略不能很好地规避，而天气衍生产品的出现和设计则可以很好的规避这
