呼叫阻塞仿真
1 该系统与外界完全独立，无外界基站干扰，假设基站可提供的信道数为10。
2 呼叫的到达时间间隔和每次呼叫的服务时间服从负指数分布，参数分别为1/lamda_arrival和lamda_serve
