该规范主要定义了流量管理方面的测试内容（流量管理的相关定义在MEF10），提供承载在EVC之上的流量性能测试规范。实际上，对于基于队列的流量管理，流量整形等QoS相关的测试，MEF14测试套件也是一个非常好的选择。
